According to the company, the move forms part of a broader effort to match production capacity with customer requirements and support the long-term position of its North American packaging operations.
International Paper said it regularly reviews its industrial network to decide how best to deploy resources for customers.
It added that the Texas closure fits with that longer-term approach.
Staff affected by the shutdown will get severance, ongoing benefits and outplacement assistance.
International Paper North America Packaging East group vice-president Keith Townsend said: “Decisions that affect our people and our communities are never made lightly. We’re committed to supporting our Carrollton South team members throughout this transition.
“Customers will be serviced at other International Paper facilities in the region.”
In June, the company said it would close its sheet plant in Aurora, Illinois; preprint operations at Richwood, Kentucky; and converting facilities in Elk Grove, California, and Barrington, New Jersey.
Earlier in the year, packaging plants in Compton, California, and Louisville, Kentucky, stopped operating. Those closures affected 125 workers in Compton and 93 in Louisville.
Last year, International Paper closed the Red River containerboard mill in Campti, Louisiana; a recycling facility in Phoenix, Arizona; a box plant in Hazleton, Pennsylvania; and a sheet feeder site in St Louis, Missouri.
Meanwhile, in May, the company began construction of a new $225m packaging plant in Rankin County, Mississippi.
