India is raising the bar for recycled plastic packaging by requiring rigid plastic packaging to contain increasing amounts of recycled material, reaching a minimum of 60% by the financial year 2028–29.
The requirement forms part of the country's Extended Producer Responsibility (EPR) framework for plastic packaging. It applies to producers, importers and brand owners and is expected to increase demand for recycled plastics while encouraging investment across the packaging value chain.
New rules increase demand for recycled plastics
The recycled content targets apply to Category I rigid plastic packaging under India's Plastic Waste Management Rules. The phased approach gives businesses time to adapt as the required percentage of recycled material rises over several years.
For packaging manufacturers, the rules create stronger demand for high-quality recycled polymers such as recycled PET (rPET) and recycled HDPE (rHDPE), where these materials meet technical and regulatory requirements.
The policy also places greater importance on reliable supplies of recycled resin. Packaging producers and brand owners will need to work closely with recyclers and material suppliers to secure enough material while maintaining consistent product quality.
Recycling industry prepares for growth
