
US-based healthcare packaging and engineering services provider Packaging Compliance Labs has opened a new testing facility, PCL East, in Billerica in the state of Massachusetts.
The move broadens its capacity to meet the needs of medical device manufacturers for package and device testing.

The 10,000ft² site was renovated and fitted with latest testing equipment and employs engineering staff.
Packaging Compliance Labs states the facility will deliver the same pace of service, testing quality and customer support that the company has offered from its Michigan operations.
Packaging Compliance Labs CEO and co-founder Matthew Lapham stated: “The investment we’ve made in PCL East underscores our commitment to long-term growth.
“Our new, state-of-the-art facility ensures we can deliver faster, more efficient solutions while reinforcing our leadership in sterile packaging.”

By GlobalDataPCL East follows the company’s acquisition of mechanical testing services provider Quest Engineering Solutions in May 2025, expanding its capabilities to provide medical device packaging and product testing services.
PCL East has moved the ISO/IEC 17025 accreditation to A2LA, the same body that accredits Kraft facility of Packaging Compliance Labs.
Packaging Compliance Labs is backed by SV Health Investors, a healthcare-focused private equity company, which invested in the company in June 2023.
At the time, SV Health Investors described the Packaging Compliance Labs transaction as a new platform investment aligned with its model of partnering with industry founders and entrepreneurs to build healthcare services businesses.
