UK Packaging PRO has been chosen as the producer responsibility organisation (PRO) for the forthcoming Packaging Extended Producer Responsibility (pEPR) scheme in the UK.
The organisation represents more than 100 leading British brands, retailers, and trade associations.

Support comes from industry groups such as the Food and Drink Federation (FDF) and the Industry Council for Packaging and the Environment (INCPEN).
UK Packaging PRO will oversee efforts aimed at using more recyclable packaging materials and cutting down on waste sent to landfills.
UK Packaging PRO head Karen Graley said: “We’re very proud to have been appointed to play such a vital role in the Packaging EPR scheme. UK Packaging PRO was created to give producers a genuine seat at the table.
“With strong governance in place, a clear mobilisation plan, and broad support from across the sector, we are ready to get to work – in close partnership with PackUK, governments, local authorities and organisations across the value chain to deliver a packaging system that works better for everyone.”
The pEPR scheme is designed to provide local authorities with funding to improve recycling services.
In its first year, £1.4bn ($1.8bn) will be invested to upgrade packaging waste collection and recycling processes.
The scheme also aims to motivate producers to reduce their use of packaging materials.
Similar approaches are in use in more than 30 other countries, including Belgium, France, and Germany, where they have led to increased recycling rates and greater system efficiencies.
UK Packaging PRO’s formal responsibilities commence on 1 April 2026 and will be introduced in phases.
Oversight will be handled by PackUK, which will ensure that the PRO remains accountable to all UK governments. Key administrative decisions, such as local authority payments and producer fees, will remain under PackUK’s authority.
PackUK is expected to tailor international best practices to fit the needs of England, Scotland, Wales, and Northern Ireland.

“Our packaging pEPR scheme will incentivise businesses towards more sustainable packaging choices and improve recycling services in every region.
“The launch of UK Packaging PRO, led by businesses and working closely with PackUK, is a major step forward – putting industry expertise at the centre of how pEPR is delivered.”
