India is raising the bar for recycled plastic packaging by requiring rigid plastic packaging to contain increasing amounts of recycled material, reaching a minimum of 60% by the financial year 2028–29.
The requirement forms part of the country’s Extended Producer Responsibility (EPR) framework for plastic packaging. It applies to producers, importers and brand owners and is expected to increase demand for recycled plastics while encouraging investment across the packaging value chain.

The recycled content targets apply to Category I rigid plastic packaging under India’s Plastic Waste Management Rules. The phased approach gives businesses time to adapt as the required percentage of recycled material rises over several years.
