The EU Packaging and Packaging Waste Regulation (PPWR) is forcing a major rethink of how products are designed, manufactured and sold across Europe. The new EU packaging regulation replaces voluntary sustainability commitments with legally binding requirements covering recyclability, recycled content, chemical restrictions and packaging efficiency.
For packaging manufacturers, brand owners and retailers, the changes mark one of the biggest regulatory shifts in the sector in decades. Companies will need to redesign packaging formats, simplify materials and strengthen compliance systems to continue selling products in the European market.

Unlike previous approaches based on national rules, the PPWR applies directly across all EU member states. The regulation aims to reduce packaging waste, improve recycling performance and encourage a circular economy by making producers responsible for the environmental impact of their packaging choices.
The first requirements will begin applying from 2026, with further obligations introduced through 2030 and beyond. Businesses that fail to meet the new standards could face restrictions, higher costs or loss of market access.
New rules target materials and chemical content
One of the first areas affected by the EU packaging regulation is the use of certain substances in packaging materials. The PPWR introduces stricter controls on chemicals, particularly in food-contact packaging.
From August 2026, packaging containing per- and polyfluoroalkyl substances (PFAS) above permitted limits will no longer be allowed for food-contact applications. PFAS, often known as “forever chemicals”, have been widely used because of their resistance to grease, oil and water.
The new rules will push packaging producers to find alternative solutions, particularly for products such as paper coffee cups, takeaway containers and food wrappers. Manufacturers are expected to increase the use of safer barrier coatings, including plant-based polymer dispersions and other recyclable alternatives.
The regulation also limits the presence of heavy metals, including lead, cadmium and mercury, in packaging materials. The combined concentration limit is set at 100 mg/kg.
Beyond material restrictions, the PPWR introduces stronger documentation requirements. Companies placing packaging on the EU market must provide a Declaration of Conformity confirming that products meet regulatory requirements. They must also maintain technical documentation demonstrating compliance.
For packaging suppliers, this means sustainability claims will increasingly need to be supported by evidence rather than marketing statements. Traceability, testing and compliance management will become central parts of packaging development.
Recyclability becomes a design requirement
The EU packaging regulation moves the industry away from the idea that packaging is sustainable simply because it can theoretically be recycled. Under the PPWR, packaging must meet defined recyclability standards and demonstrate that it can be recycled effectively at scale.
By 2030, packaging placed on the EU market must meet minimum recyclability performance requirements. Packaging will need to achieve at least a Grade C recyclability level initially, with stricter requirements expected over time.
This change will have major consequences for complex packaging formats. Multi-layer structures combining different materials, which are often difficult to separate during recycling, will face increasing pressure.
Packaging designers are likely to move towards simpler formats, including mono-material solutions that are easier to collect, sort and process. Plastic packaging, for example, will increasingly shift towards single-polymer designs where possible.
The PPWR also introduces mandatory recycled content targets for certain plastic packaging. Contact-sensitive PET packaging, including some beverage bottles and cosmetic containers, must include a minimum level of recycled plastic content.
Another major change is the introduction of limits on unnecessary packaging space. From 2030, group packaging, transport packaging and e-commerce packaging will face a maximum 40% empty space limit.
The requirement aims to reduce oversized boxes and inefficient transport. Companies are expected to adopt more accurate packaging design, automated sizing systems and solutions such as collapsible or reusable transport packaging.
Producers face higher costs for poor packaging design
The PPWR strengthens the role of Extended Producer Responsibility (EPR), making companies financially responsible for the packaging they place on the market.
Under updated EPR systems, fees will increasingly depend on how easy packaging is to recycle. Packaging that performs poorly in recycling systems is expected to attract higher costs, while simpler and more recyclable designs will benefit from lower fees.
This approach creates a direct financial incentive for packaging redesign. A complex multi-material package, such as a difficult-to-separate laminate, could become more expensive than a mono-material alternative with stronger recycling potential.
For brands and manufacturers, the regulation means packaging decisions will become closely linked to cost management, supply chain planning and product development strategies.
The long-term impact of the PPWR is expected to extend beyond compliance. Companies that redesign packaging early may gain advantages through improved material efficiency, reduced waste and stronger alignment with changing customer expectations.
The EU packaging regulation represents a fundamental shift in the packaging industry. Instead of treating sustainability as a voluntary goal, the PPWR makes packaging performance a legal requirement.
