Managed by “Baku Cardboard and Box Factory”, the facility occupies nearly three hectares within the industrial zone.

At the inauguration, Baku Cardboard and Box Factory head Kamran Salmanli outlined details of the plant’s activities to the head of state.
The company secured residency status in the industrial park in 2023 and has invested in technology sourced from Turkey and China.
The site is set up to manufacture 55 million square metres of cardboard and packaging products a year.

The first stage focuses on producing cardboard and packaging materials while the second stage will introduce recycling processes using resources sourced locally for further manufacturing purposes.
The investment for this project totals 20m manat ($11.7m).
Funding includes a 2m manat preferential loan provided by the Azerbaijan Business Development Fund, which operates under the Ministry of Economy.
A total of 64 permanent roles have been created at the facility.
The company benefits from incentives available to residents of industrial parks, such as tax and customs exemptions amounting to around 1.3m manats.
These incentives are part of a broader framework designed to support business activity within designated industrial areas.
Basic infrastructure such as utilities, waste disposal, transport links, and internet connectivity is made available to residents at state expense.
Additionally, businesses in these zones receive relief from property, land, and profit taxes for a ten-year period, along with exemptions from value-added tax and customs duties on imported machinery and equipment intended for use in production.
