
UPM Specialty Papers will invest more than €10m ($11.3m) for the modernisation of its Tervasaari mill located in Valkeakoski, Finland, to enhance the mill’s capacity.
The modernisation project encompasses a rebuild of the paper machine drying section and an upgrade of the related steam system.
Scheduled for completion at the end of 2026, the project is expected to improve the production stability of specialised products such as glassines and flexible packaging papers.
UPM Specialty Papers Global Specialty Papers senior vice-president Tomi Lonka said: “UPM Specialty Papers has over 40 years of experience producing highly demanding speciality papers. This investment underscores our commitment to serving customers in the label, tape and industrial value chains as well as packaging.”
This initiative follows on the heels of approximately €20m invested in recent years to improve the energy efficiency of the Tervasaari mill. Notably, a new electric boiler was installed in April 2023.
The mill is transitioning from fossil fuels to electric boilers for its heat and steam production. This shift aligns with UPM’s 2030 goal to cut carbon dioxide (CO²) emissions from fuels and purchased electricity by 65%.

UPM Specialty Papers has an extensive portfolio of glassine papers and packaging papers, catering to a variety of applications such as labels, double-sided tapes, and other industrial uses.
The company’s flexible packaging range includes fibre-based barrier, barrier base, and C1S packaging papers.
The Tervasaari mill has an annual capacity of 300,000t.
In March 2025, the company’s packaging papers were certified as recyclable, meeting the standards set by both the Confederation of European Paper Industries and US WMU testing methods.
