Luxury packaging has traditionally used weight, material richness and elaborate presentation to communicate value. As the EU’s Packaging and Packaging Waste Regulation begins to apply, brands and suppliers face a new challenge: delivering a premium experience with less unnecessary material and complexity.

Heavy glass bottles, rigid presentation boxes, elaborate closures, layered inserts and decorative finishes have all played a role in creating a sense of quality around fragrances, cosmetics, spirits and other premium goods.

But that equation is becoming harder to sustain.

The EU’s Packaging and Packaging Waste Regulation (PPWR), which entered into force in February 2025, began applying across the EU on 12 August 2026. While many of its requirements will be phased in over the coming years, the direction of travel is clear: packaging will increasingly need to justify the materials, volume and complexity built into its design.

For luxury brands, that presents a particular challenge.

PPWR does not ban luxury packaging, nor does it require premium products to adopt a single packaging format. Instead, it challenges some of the conventions that have traditionally helped create a premium experience.

Rather than asking how much can be added to make a product feel more luxurious, packaging teams will need to consider how that experience can be preserved while using materials more efficiently and designing the pack for its eventual end of life.

Why luxury packaging faces a particular PPWR challenge

Luxury packaging differs from many other packaging formats because the pack itself can form an important part of the consumer experience.

The weight of a bottle, the texture of a paperboard box, the resistance of a drawer-style opening or the sound of a precisely engineered closure can all influence perceptions of craftsmanship and quality.

But the same characteristics can increase packaging weight, volume and material complexity.

A rigid presentation box, for example, might combine board, decorative paper, adhesives, magnets and metal components. A cosmetics pack could include plastic components, foils, coatings and inserts. A gift box may contain ribbons or fitted structures whose primary purpose is presentation rather than product protection.

None of these features is automatically incompatible with PPWR.

The challenge is to understand why each component is needed, how it affects the complete packaging system and how the pack performs during collection, sorting and recycling.

For luxury packaging, that could require a significant change in the design brief.

When does premium become excessive packaging?

One of the clearest PPWR pressures is packaging minimisation.

The regulation includes requirements intended to prevent packaging that is larger or more complex than necessary, including packaging characteristics designed solely to increase the perceived volume of a product. Double walls, false bottoms and unnecessary layers are among the features specifically identified.

The regulation also makes clear that marketing and consumer acceptance should not, on their own, justify additional packaging weight and volume.

That creates an unusually direct challenge for luxury packaging.

A large presentation box can create a sense of occasion. An oversized pack can make a relatively small product appear more substantial. Multiple layers can contribute to an elaborate opening ritual.

However, PPWR makes it increasingly important for packaging teams to be able to justify additional weight and volume in terms of packaging functionality.

This does not mean that a large or heavy luxury pack is automatically non-compliant. Product protection, handling, stability, manufacturing requirements and other legitimate functions remain relevant.

The issue is whether the additional material or volume can be justified.

Empty space is another area where the regulation introduces specific requirements.

For grouped, transport and e-commerce packaging, PPWR sets a maximum empty-space ratio of 50%, with the requirement applying from 1 January 2030 or three years after the relevant implementing acts enter into force, whichever is later. The European Commission is due to establish the calculation methodology by February 2028.

Sales packaging is treated differently: its empty space must be reduced to the minimum necessary for functionality rather than being subject to the same fixed 50% threshold.

For luxury brands, the broader message is clear. Packaging designed around unnecessary volume will face greater scrutiny, even where that volume has historically been associated with premium presentation.

Recyclability moves into the design brief

Minimisation is only one part of the transition.

PPWR also places greater emphasis on recyclability and on designing packaging so that it can be effectively managed within recycling systems.

PPWR introduces recyclability requirements in stages. The requirement that packaging placed on the EU market be recyclable applies from 12 August 2026, while more detailed design-for-recycling criteria will apply from 2030, with further requirements relating to recycling at scale following later.

This changes the role of recyclability in product development.

Rather than asking whether a finished package is theoretically recyclable once its design is complete, brands and suppliers will need to consider the interaction between materials, components, coatings, adhesives and decorative treatments from the beginning.

For luxury packaging, this can be particularly challenging.

A rigid board structure might be wrapped in decorative paper and fitted with a metal closure. A presentation box could contain a plastic, foam or textile insert. Foils, coatings and adhesives may be used to create particular visual or tactile effects.

These combinations are not automatically prohibited, and PPWR does not impose a blanket requirement for all luxury packaging to become monomaterial.

The issue is how the complete packaging system performs during collection, sorting and recycling.

That makes recyclability a design parameter rather than an end-of-development compliance check. It also gives packaging suppliers an opportunity to demonstrate expertise in materials, construction and recycling performance.

Can lightweight packaging still feel luxurious?

Weight may be one of the most difficult aspects of luxury packaging to rethink.

A substantial glass fragrance or spirits bottle can communicate permanence and value. A heavy rigid box can create a very different impression from a lightweight folding carton.

Simply removing material from an existing design, therefore, may not be enough.

The greater opportunity lies in engineering.

More efficient board constructions, redesigned closures, better-fitting components and changes to bottle or box geometry can reduce material use while maintaining rigidity, protection and functionality.

Brands can also shift some of the sensory cues associated with luxury away from physical mass.

Texture, print quality, colour accuracy, embossing, surface finish and structural precision can all contribute to a premium experience without necessarily requiring substantially more material.

The result could be a different model of luxury packaging — one defined less by physical abundance than by how deliberately the pack has been engineered.

Mixed materials and finishes face greater scrutiny

Luxury packaging frequently achieves differentiation through combinations of materials and specialist finishes.

Embossing, debossing, metallic effects, textured papers, coatings and other decorative techniques can transform a relatively simple structure into something distinctive.

PPWR does not amount to a blanket ban on these techniques.

However, the interaction between packaging components and recycling processes is becoming more important as detailed design-for-recycling requirements develop.

Decorative treatments can therefore no longer be assessed solely on appearance, cost and manufacturing performance. Packaging developers also need to consider how a treatment affects the complete pack during sorting and recycling.

The same applies to adhesives, closures and inserts.

A premium effect achieved through a carefully controlled surface treatment could ultimately prove more compatible with the emerging regulatory environment than a construction that depends on multiple additional layers or difficult-to-separate components.

For packaging manufacturers, this puts material science, converting expertise and structural engineering closer to the centre of luxury packaging development.

Could reuse become part of the luxury proposition?

Reuse and refill models offer another potential route.

Luxury products may be particularly well suited to reusable packaging because consumers can already perceive value in the container itself.

A well-designed fragrance bottle, presentation case or other high-quality pack may be something a consumer is willing to retain rather than immediately discard. A refillable bottle can therefore turn durability into part of the premium proposition.

But reuse is not simply a question of making packaging more robust.

PPWR distinguishes between packaging that is capable of being reused and packaging that operates within an effective reuse system. That makes logistics as important as physical design.

Collection, cleaning, refilling and redistribution need to work in practice where they are required by the chosen model.

For luxury brands, this could favour controlled refill and closed-loop models in which packaging, product and service experience are designed together.

In that context, sustainability does not necessarily have to diminish the premium experience. It can become part of it.

PPWR changes the luxury packaging brief

PPWR also adds a new dimension to the relationship between luxury brands and their packaging suppliers.

Packaging development has traditionally involved balancing brand requirements with manufacturing capability, cost, performance and aesthetics. Regulatory requirements now need to be considered alongside those priorities, bringing procurement teams, regulatory specialists, material suppliers, converters, designers and recyclability experts into the process earlier.

For brands, this could change how packaging specifications are written.

Instead of prescribing a particular material, weight, finish and construction and asking a supplier to reproduce it, brands could increasingly define the consumer experience and technical performance required, allowing suppliers to help determine the most resource-efficient and recyclable way to deliver it.

For packaging manufacturers, that makes expertise in lightweighting, structural engineering, material interactions, recycling systems, decorative treatments and manufacturing processes more valuable.

The most successful solution will not necessarily be the simplest package. It may be the package that delivers the greatest perceived value with the least unnecessary complexity.

For luxury brands, one question sits above the individual decisions around materials, weight, finishes and construction: can the same perception of quality be created another way?

That might mean replacing weight with structural rigidity, additional layers with better engineering, complex material combinations with more considered ones, or physical embellishment with precision printing and surface treatments.

In this sense, PPWR is not simply a compliance exercise. It could change the creative brief itself.

A new definition of premium

PPWR is unlikely to spell the end of luxury packaging.

But it could accelerate the end of one particular idea of luxury: that more material automatically means more value.

The opportunity for brands and packaging suppliers is to separate the experience of luxury from the physical excess sometimes used to create it.

That means bringing material efficiency, recyclability and regulatory requirements into the creative brief rather than treating them as checks at the end of development.

The next generation of luxury packaging may therefore be defined less by abundance and more by precision, craftsmanship, material intelligence and engineering.

For brands, the question is no longer simply how to make a package feel expensive.

It is how much material they actually need to make it feel exceptional.
