Packaging design is evolving rapidly, while waste systems do not always develop at the same pace. As producers move towards mono-material structures, flexible plastics and compostable alternatives, the practical question is no longer simply whether a material is technically recyclable or compostable.
It is whether the infrastructure exists to make that recyclability meaningful.

For packaging producers, brands and retailers working towards environmental targets and regulatory requirements, this distinction matters. A package designed for circularity can still fall outside a viable end-of-life route if local systems cannot collect, identify, separate or process it.
The challenge is greater for companies operating across several markets. The same packaging may have an established recycling route in one country or region but limited infrastructure in another.
Recyclability depends on the system around the pack
Mono-material packaging has become an important part of sustainable packaging design. Replacing complex combinations of polymers, aluminium, paper and adhesives with simpler structures can make packaging easier to recycle.
But being easier to recycle does not necessarily mean being widely recycled.
For a package to be recycled, it needs to pass through several stages successfully. It must first enter an appropriate collection system. Sorting equipment then needs to identify and separate it before the material reaches a recycler with the technology and capacity to process it. Finally, there needs to be a viable market for the resulting recycled material.
Collection, sorting, processing and end markets are therefore all part of practical recyclability.
A weakness at any stage can undermine the intended recycling route.
Flexible plastics illustrate the challenge. Mono-material polyethylene or polypropylene films can offer advantages over more complex multi-material structures, but flexible packaging presents different collection and sorting requirements from rigid plastic bottles and containers.
England’s Simpler Recycling programme shows how waste infrastructure needs to evolve alongside packaging design. Plastic film packaging and bags are due to enter household plastic recycling collections from 31 March 2027. However, the Local Government Association has highlighted implementation challenges, including collection arrangements and the capacity of infrastructure to handle additional flexible plastic.
The wider lesson applies across markets. A packaging specification cannot be assessed solely by the material listed on a technical data sheet. Its practical recyclability also depends on what happens after the consumer discards it.
This makes recycling infrastructure a commercial consideration as well as an environmental one. Material choices can affect packaging specifications, procurement decisions, recycling claims and progress towards corporate sustainability commitments.
Compostable packaging faces a different infrastructure gap
Compostable packaging makes the relationship between materials and waste infrastructure particularly clear.
Compostable materials can play a role in selected applications, especially where packaging is closely associated with food waste. But “compostable” does not mean that packaging will automatically be collected with organic waste or accepted by the facility treating it.
UK sustainability organisation WRAP says compostable plastic packaging can have a role when it is well designed, clearly labelled and supported by appropriate waste infrastructure. It also estimates that compostable plastics account for less than 1% of UK plastic packaging.
Technical compostability therefore needs to be considered alongside the intended collection and treatment route. Composting facilities can use different treatment processes and may not accept the same materials.
England again provides an example. Under current Simpler Recycling requirements, plastic packaging labelled compostable or biodegradable does not have to be collected through the plastic recycling waste stream.
The issue is not simply whether a material can compost under defined conditions. It is whether the packaging can reliably reach a suitable treatment facility after use.
Consumer communication is also dependent on infrastructure. Labels such as “recyclable” and “compostable” are most useful when consumers have access to systems that allow them to follow those instructions. Without a suitable collection route, an environmental claim alone cannot ensure that packaging reaches its intended destination.
For packaging producers and buyers, infrastructure therefore belongs in the material-selection process. Collection coverage, accepted materials, sorting capability and recycling or composting capacity need to be considered alongside barrier properties, shelf life, manufacturing performance and cost.
Design decisions need end-of-life evidence
Regulation is reinforcing the need for this system-level approach. The EU Packaging and Packaging Waste Regulation (PPWR), which generally applies from 12 August 2026, introduces requirements spanning packaging design, recyclability, waste management and waste prevention.
For packaging companies, this strengthens the case for incorporating infrastructure assessment into packaging development and procurement.
Before moving to a new sustainable packaging format, businesses can examine where the packaging will be sold and which collection systems operate in those markets. They can assess whether sorting facilities can identify and separate the material and whether sufficient recycling or composting capacity exists downstream.
The assessment also needs to go beyond technical capability.
Can the material be collected? Can it be sorted? Can it be processed at commercial scale? And is there a viable market for the recovered material?
These questions can provide a practical framework for assessing the real-world recyclability of a packaging format.
In some cases, an established material with a proven collection and recycling route may offer a more credible end-of-life outcome than a newer substrate with limited processing infrastructure.
That does not mean innovation should be constrained by today’s waste systems. Infrastructure changes as regulation, investment and technology develop. England’s planned expansion of household flexible-plastic collections is one example of policy changing the practical recycling landscape.
But it does mean that packaging companies need to understand the infrastructure available today while considering how it is likely to evolve.
Turning infrastructure into a packaging decision
Infrastructure assessment should not be a one-off exercise carried out after a packaging format has already been designed. It can form part of the development and procurement process from the outset.
For packaging designers, this means understanding which materials existing waste facilities can handle. Brands and retailers need visibility of how packaging performs in the markets where it is sold. Procurement teams need to consider whether a material’s end-of-life route is consistent across priority markets.
Waste operators and recyclers have a role in the other direction. Better visibility of the packaging materials entering the waste stream can help identify where collection, sorting and processing capacity needs to develop.
This two-way flow of information can help close the gap between packaging innovation and waste infrastructure.
It can also reduce the risk of treating recyclability as a simple material attribute. A packaging format may meet technical criteria for recyclability while still having limited real-world recovery because collection is unavailable, sorting is ineffective, processing capacity is insufficient or there is no viable market for the recovered material.
The most sustainable packaging solution is therefore not necessarily the one with the strongest environmental claim in isolation. Its performance needs to be considered across the entire system, from design and manufacture through collection, sorting and processing to the eventual use of recovered material.
Mono-material packaging, compostable packaging and other alternatives can contribute to a more circular packaging system. But material innovation alone cannot determine the environmental outcome.
For packaging decision-makers, the central question is becoming more precise.
Not simply: “Is this packaging recyclable?”
But: “Will it actually be recycled where we sell it?”
